This position will function as an important member of OCSD's leadership team. In doing so, this person will provide leadership, vision, and guidance to the Collections Division staff in accordance with the District's Mission, Vision, and Core Values. Under administrative direction, the Maintenance Manager will effectively direct, manage, supervise and coordinate the activities and operations of the Collections Division within the Operations and Maintenance Department. The Maintenance Manager will: Plan and review all maintenance activities to ensure compliance with regulatory requirements including safety, water, land, and air issues; Coordinate assigned activities with other divisions, departments, and outside agencies; Ensure all services are provided in a reliable, timely and cost effective manner while maximizing customer satisfaction; and Provides highly responsible and complex administrative support to the Director of Operations and Maintenance. This individual will also participate in the development and administration of the department's budget. In addition, this person will be responsible for directing work in a planned and scheduled maintenance environment; and ensuring compliance with federal, state and local laws, rules, and regulations regarding water, air, solids, safety and human factors. The Maintenance Manager will plan, direct, integrate, and review all aspects of collection system programs; review the work plan for assigned staff; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; and develop and participate in planning for assigned business units and with other divisions and departments. The Maintenance Manager will also review and approve plans, designs, and specifications as necessary; represent the District in dealing with other governmental agencies and entities; and negotiate and resolve sensitive issues. Other responsibilities assigned to this position include: managing and implementing priorities, goals, and objectives for the Collections Division in alignment with OCSD's Strategic Plan; staying abreast of developments in regulatory requirements and technology improvements, and incorporating that knowledge into the Division's program as appropriate; providing leadership and support in a planned and scheduled maintenance program through the administration of assigned maintenance management group efforts; supporting District-wide efforts within the Asset Management Council; and developing metrics and key performance indicators to evaluate program effectiveness. The Maintenance Manager will also be responsible for the training, evaluating and mentoring of assigned staff; providing policy oversight and technical assistance to staff; working with employees to correct deficiencies and implementing discipline and termination procedures; participating in the development and administration of the division's budget; evaluating service delivery methods, recommending appropriate service and staffing levels; serving on a variety of boards and committees; attending and participating in professional group meetings; keeping abreast of new trends, laws and regulations; preparing and presenting clear and concise reports and other documents relating to area of responsibility; and other related duties as assigned. QUALIFICATIONS & REQUIREMENTS Job Requirements This position requires a Bachelor's degree from a college or university accredited by the U.S. Department of Education, with major coursework in engineering, maintenance management, construction management or a related field; Eight (8) years of increasingly responsible work experience in pipes and plant facilities, wastewater collection systems, mechanical equipment, electrical distribution or instrumentation systems, including two (2) years of supervisory experience; and A valid California Class C Driver's License. Desired Qualifications A Certified Maintenance Reliability Professional certification. A valid Grade IV CWEA Collection System Maintenance certification. Additional requirements for this position include excellent verbal and written communication skills, with the ability to synthesize technical materials and effectively communicate with all levels of the organization. The Maintenance Manager will have a strong commitment and track record of working cooperatively with those contacted in the course of work, and will be a self-assured individual with the ability to exercise a high degree of common sense, sound judgment, and be comfortable at making frequent public presentations. SUPPLEMENTAL INFORMATION PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; ability to travel to various District sites, projects and/or meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 10 pounds. ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. DISASTER SERVICE WORKERS All Orange County Sanitation District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the Orange County Sanitation District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
