We are seeking an Sr. Analyst, Program Pricing at our Space Headquarters in Canoga Park, CA.
This position will work with Aerojet Rocketdyne Program Management, Supply Chain, Operations and Contracts to produce accurate, responsive, compliant, on-time cost proposals reporting to the Manager, Pricing and Estimating

Essential Job Functions (Including % of Time for Each)
Responsibilities include:
Pricing:
Proposal Support



  • Collects and analyzes estimating data


  • Responsible for cost proposals for programs/projects of moderate complexity and risk


  • Responsible for cost proposal development, understanding Request for Proposals, Statements of Work and customer requirements for compliant cost volumes


  • Understandsgovernmentprocurement regulations and prevailing customer requirements


  • Establishes the Cost Volume outline


  • Assists with overall proposal delivery schedule


  • Interfaces with engineers, functional manager and integrated product team members to develop estimates


  • Basis of estimate support, review and evaluation


  • Creates ProPricer structure and all required pricing formats, summaries and reports


  • Enters or uploads all estimates into ProPricer


    Cost & Price Analysis


    • Responsible for Pricing analysis on proposals with a minimal degree of complexity and risk


    • Requires a basic understanding of actuals,Level of Effort, and judgement estimates


    • Requires analytical skills in evaluating costs, both and direct and indirect, identifying cost drivers, risks and opportunities


    • Assists with developing What-If Pricing Analysis as needed


      Customer Support & Negotiations


      • Participants in fact-finding and negotiations


      • Develops an understanding of product lines


      • Compliance with Directives, FAR, DFAR, CAS, Audits


      • Ensures full compliance with all Company, government and customer requirements and regulations


      • SupportsDCAAaudits as needed


      • Maintains proposal file to support fact-finding or negotiations to ensure a smooth transition into an operating plan


      • Prepares Cost Proposal Adequacy checklist for management review


        50% - Focal for all estimates, proposal substantiation, and audit files. Collects, analyzes and stores data for estimating and analysis. Reads and understands RFP requirements and documents and communicates ground rules/assumptions used in proposals.
        30% - Responsible to ensure compliance with FAR/TINA requirements on proposal substantiation, basis of estimates, fact-finding, and negotiations. Keeps current with federal acquisition regulations and customer requirements. May support systems and procedures audits.
        15% - Develops, maintains and monitors estimating and pricing standards, procedures and processes. Maintains current and historical pricing systems with current forward pricing rates. Develops and maintains pricing systems and procedures.
        5% - May plan and/or participate in process improvement projects involving the development of new approaches and methods to attain objectives.
        Requirements
        Requires a Bachelor's degree in engineering, finance, business management or manufacturing operations discipline and six (6) or more years directly related experience, or an equivalent combination of education and experience.
        Additional Requirements and Preferred Qualifications/Experience:


        • Understanding of applicable federal acquisition regulations plus a strong knowledge of current (TINA) disclosure requirements.


        • Knowledge of algebraic and statistical mathematics, an analytical aptitude, strong oral and written communication skills.


        • Familiarity with estimating and pricing procedures, audit methods.


        • Manufacturing, material planning, finance or supply chain background - or some knowledge of the processes.


        • Proficient in MS Office including Excel, Word and PowerPoint.


        • Familiarity with aerospace rocket motor program materials and manufacturing processes is a plus.


        • May require occasional travel and ability to work occasional extended hours when proposal schedules necessitate.


          Requires U.S. Citizenship or status as a U.S. Person. Must be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.
          Work Environment/Physical Requirements:
          Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 25 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
          Pay range for this position:
          69,500 - 102,166 per year
