Job Description And Duties
The Communications and Water Policy (CWP) Branch within the Public
Advocates Office is seeking a Public Utilities Regulatory Analyst
II-III to join its Customer Programs team.
Under the general direction from the Program and Project
Supervisor, the analyst will participate in several proceedings and
programs related to the communications industry. The analyst will
conduct technical, analytical, and research to make evidence-based
recommendations related to communications services, write comments
on utility applications and Commission rulings, deliver
presentations to staff and senior decision makers, testify at
hearings, and represent the Public Advocates Office in various
forums.
You will be part of project teams conducting research and analysis
to support the Public Advocates Office policy development on
communications services to protect California customers, including
people with disabilities, low-income households and other
disadvantaged and marginalized communities to advance social
justice.
As the Commission continues to address access to essential
communications services and other utility services, the analyst may
be assigned work in other areas and branches, as needed.
The Customer Programs Section is currently working on a range of
topics, including:
Carrying out these functions includes, but is not limited to, the
following:

and Water Policy Branch:
The Public Advocates Office represents residential and small
business ratepayer interests in Commission proceedings and
processes (e.g., workshops, rulemakings, investigations, utility
applications, hearings, advice letters, committee and stakeholder
meetings, and other forums). These proceedings and processes set
rates, rules, policies, and regulations.
Under the general direction of the Program & Project Supervisor,
the incumbent's primary assignments are related to communications
policy, rate setting, service quality, safety, and consumer
protections. The incumbent may be assigned work in other areas and
branches of the organization, as directed.
