Range is $176,800 to $218,400 a year -- -- Duties: -- Assist project staff with the prevention, management, and defense of claims including the management of issues with claims potential -- Claim Prevention - Periodic monitoring of, and feedback on, the management of projects and the administration of construction contracts -- Claim Review - Review of the project documents and records along with other pertinent information to support the District---s position. o Establish entitlement o Develop impacted schedule analysis o Evaluate damages o Delay impact analysis o Standard of care evaluations o Productivity analysis o Merit analysis o Contract / entitlement analysis o Cause / effect analysis o Schedule of analysis o Assessment of damages o Report preparation o Claim Resolution o Negotiation and mediation support o Arbitration and litigation support -- Supervision o Coordinate and provide leadership for claims team supporting District Construction projects -- Claim Management and Defense o Review and analyze project documents and records along with other pertinent information to establish support for the District---s position -- Issue Management o Assist project staff with the management of issues affecting time and cost o Review drawings, specifications, submittals, RFI---s, etc., to determine issue merit o Evaluate contractor---s standard of care in managing issues o Evaluate issue contribution to the cause / effect of impacts such as disruption, resequencing and delays o Recommend issue management approaches to mitigate impacts -- Schedule Analysis o Analyze contractor time extension requests o Evaluate entitlement to time extensions o Evaluate compensability o Prepare owner---s time extension evaluation alternate to contractor---s proposals -- Damage Assessment o Evaluate requests for increased, extended and unabsorbed field and home office overhead o Evaluate requests of productivity loss reimbursement o Evaluate contractor---s direct cost claims -- Claim Resolution o Negotiation and mediation support o Arbitration and litigation support -- Other Skills o Written report preparation o Verbal presentations o Graphics preparation in support of analysis conclusions Job Requirements:Minimum Requirements Required Experience: 15 years full time paid professional experience in managing a Claims Department responsible for analyzing construction claims on large commercial or public projects or programs -- Minimum of 8 years directly managing and supervising a technical team of varying skill levels in support of construction claims -- General working knowledge of the California Contract Code -- Experience with Primavera 15.1 or higher Required Education: Graduation from a recognized college or university with a bachelor---s degree in Architecture, Engineering or Construction Management or Law -- Possession of a valid Certified Construction Manager (CCM) credential is preferred -- Completion of 10-hour Cal OSHA Occupational Safety and Health
