Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in renewable energy, oil & gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.
POSITION SUMMARY
TRC is seeking a Principal Biologist/Project Manager to support our expanding Natural Resources team in TRC's Southern California region. Projects are mainly focused on renewables (i.e., wind and solar), pipeline and transmission development, and transportation projects across the state. Qualified candidates must be highly motivated, Wetland Scientists or Biologists with at least 10 years of experience, and willing to mentor and lead projects for California clients.
Applicants should have the ability to conduct wetland delineations and functional assessments and be able to communicate effectively both verbally and in writing. Those with demonstrated experience with Section 404 determinations, CEQA/NEPA, Threatened and Endangered Species Surveys, and experience permitting projects at the federal, state, and local levels would be desirable. Candidates should also be able to effectively coordinate and delegate field work, interact with clients and other contractors, and manage budgets and schedules.




KEY RESPONSIBILITIES & TASKS


  • Identify and develop new business opportunities, and deliver responsive, high quality natural resources consulting services.
  • Budget, scope and schedule development, monitoring and adherence for tasks and projects managed.
  • Work with senior management, market directors and project managers on strategic pursuits, including proposal development and client meetings, and help to maintain strong relationships with key planning leaders
  • Ability to successfully manage large-scale, often multi-disciplinary projects and maintain productive working relationships with clients is required.
  • Ability to lead and conduct U.S. Army Corps of Engineers (USACE) wetland/stream delineations, Clean Water Act (CWA) Section 404 permitting and Endangered Species Act (ESA) threatened and endangered species habitat assessments is required.
  • Working knowledge of California Natural Diversity Database, vegetation community identification process, California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA) compliance, and/or Biological Assessments is preferred.
  • Experience with California Public Utilities Commission (CPUC) compliance, Federal Energy Regulatory Commission (FERC) compliance, aquatic and desert biology and/or permitted through U.S. Fish and Wildlife Service to survey protected species is a plus.




    QUALIFICATIONS, SKILLS AND ABILITIES





    • The position requires a Master of Science/Arts degree in biology or a related field (i.e., ecology, wildlife biology, aquatic biology, botany, zoology, environmental science, natural resources management) plus a minimum of 10 years of relevant natural resources field survey and reporting experience as described above.
    • The position requires experience in increasing levels of responsibility, including at least 5 years of experience in project management and/or leading field crews on a variety of projects.
    • The successful candidate must provide demonstrated experience being a primary author on natural resources reports for a variety of agencies and project types/sizes.
    • The successful candidate must be able to work independently under the direction of the Office Practice Leads and function as a Southern California Natural Resources Team Lead, must be eager to learn, be self-motivated, take initiative, be resourceful, and have strong technical report writing, critical thinking, interpersonal, communication, and organizational skills.
    • An average of 15-25% of work time could account for out-of-town traveling and field work.
