Job Description:

NAIOP SoCal, the leading voice for the commercial real estate industry in Los Angeles and Orange Counties, is seeking a highly motivated, Senior Director of Government Relations to join the team. Reporting to and collaborating closely with the CEO, the position will be principally responsible for helping develop and advance NAIOP SoCal’s local and regional legislative, regulatory and political strategies. Building relationships with local elected officials and their staff throughout Los Angeles and Orange Counties will be a primary focus of this role. The position will be responsible for developing grassroots communications to the members to advocate on policy issues. The role includes monitoring and responding as appropriate to state and federal policy issues impacting NAIOP SoCal members and the commercial real estate industry. The Senior Director functions as a lobbyist to secure local support and regulatory reforms to advance the interests of NAIOP SoCal members. The Senior Director ensures that all advocacy?related external communications and other materials are consistent with NAIOP SoCal’s policy objectives.

Essential Duties and Responsibilities:

• Advance NAIOP SoCal’s policy agenda through extensive day to day contact with staff of elected officials at the local, regional and state levels

• Develop communications to the membership that will be used for grassroots advocacy

• Enhance NAIOP SoCal’s government relations efforts by developing and maintaining relationships, and gathering information and legislative intelligence

• Assist the CEO in developing and executing lobbying and external communications strategies to elected officials, government agencies and NAIOP SoCal members

• Identify and execute opportunities for NAIOP SoCal to expand its role as a policy leader on issues critical to commercial real estate

• Assist with member and sponsor recruitment to be part of NAIOP SoCal’s government affairs program

• Draft letters, policy statements, public testimony, memoranda, educational materials, talking points, presentations and other materials for the CEO and NAIOP SoCal members

• Monitor, prepare comments and participate in proposed rule-makings and other discussions relating to regulatory matters important to the NAIOP SoCal Members

• Identify appropriate opportunities for the CEO and NAIOP SoCal members to present in-person, virtual or written testimony to cities, counties, regional regulatory bodies and other public forums

• Coordinates, schedules and facilitates regular meetings, including virtual meetings, with Mayors, City Council Members, County Supervisors, state legislators, members of Congress and government agency staff that includes the CEO and NAIOP SoCal members

• Monitor and report to the CEO on policy and legislative-related issues and updates relevant to NAIOP SoCal’s members

• In coordination with our state lobbyists, track legislation of importance to the commercial real estate community and coordinate with CEO on any actions necessary including the development of policy position recommendations for adoption by the Legislative Affairs Committee and Board of Directors

• Act as the staff contact for the Legislative Affairs Committee, Political Action Committees and legislative task forces

• Coordinate meetings, distributing notices, preparing agendas, reminder emails/calls for Legislative Affairs Committee meetings; take and distribute minutes from all committee meetings

• Work closely with the CEO to manage relationships with state and regional industry associations, business groups and other allied organizations

• Build and nurture new multi?organizational coalitions and alliances on priority issues and campaigns, identifying opportunities to engage where appropriate

• Assist the CEO develop and present to the Legislative Affairs Committee the annual public policy agenda for Board approval

• Provide regular policy updates throughout the year to NAIOP SoCal Committees and Board members

• Assist in coordinating the candidate endorsement process for the PAC, including developing a candidate’s questionnaire and scheduling interviews

• Assist in fundraising for our political action committees

• Attends in-person or virtual events as necessary to advance the policy interests and building relationships for NAIOP SoCal

• Develops and maintains government affairs information on NAIOP SoCal’s website to provide members’ access to updated information and actions

• Ability to handle pressure in a deadline driven environment

Qualifications:

• A minimum of eight years of professional experience working for an elected official or in a relevant government relations capacity

• Superb communications skills, both oral and written, with strong persuasive and intellectual ability is essential

• Experience developing grassroots advocacy communications

• Demonstrated record of sound political judgment

• Thorough understanding of the local and state legislative process and procedures, as well as existing, bipartisan relationships in Los Angeles and Orange Counties essential

• Understanding of legislative and regulatory issues that impact commercial real estate, commercial development and land use extremely helpful

• Experience working with and writing comments to regional regulatory bodies such as the South Coast Air Quality Management District (AQMD) and California Air Resources Board (CARB) helpful

• Exceptional political savvy and solid knowledge of the legislative and regulatory processes

• Ability to plan, think independently and adapt to the needs of a fast-paced professional environment

• Tech savvy with digital communications skills essential

• Ability to handle multiple tasks simultaneously and independently follow through on assignments

• Ability to handle pressure in a goal and deadline-driven environment

• Ability to travel locally in Southern California to city council meetings, County Supervisors’ meetings, regional regulatory agency meetings and other events is essential

• Represent the organization in a professional manner to outside stakeholders

• Leave ego at the door – a true team player focused on getting results for the organization

Performs any other duties as may be assigned by the CEO.

Education:

A bachelor’s degree is required. An advanced degree in business, law, public policy, international relations, or a related field is preferred.
