DEFINITION Under general supervision, coordinates and supervises the contracted technical staff, and serves as project manager for multiple projects, with includes the responsibility for project planning and estimation, requirement gathering, analysis, design, testing, conversion, implementation; and performs other related duties as required in order to facilitate the goals and objectives of the Authority. CLASS CHARACTERISTICS The IT Project Manager is appointed by, reports to, receives policy guidance from, and serves at the will and discretion of the IT Director.The incumbent in this position class, as an administrator within the department, coordinates all the activities related to the daily operations and project priorities including permanent and contracted personnel with considerable authority for exercising independent judgment, and performs all types of technological duties including the most complex and sensitive.
Essential and other important responsibilities and duties may include, but are not limited to the following:
Provides direction to staff and serves as project manager for multiple projects, which includes: needs assessment, project planning, cost estimates, analysis, design, testing, conversion and implementation.
Serves as liaison between vendors, Authority staff, departmental representatives, and internal divisions to enhance communications and ensure timely completion of projects.
Analyzes and predicts future trends and/or regulations pertaining to information systems.
Supervises development of the departmental budget and creates budget controls as necessary to ensure adherence to specifications and avoid over expenditures. Monitors variances to assure budgetary expenditure compliance
Develops strategic and long-range information system plans; maintaining current knowledge in the areas of systems, technology, and communication; researching emerging products and enhancements and their applicability to Authority needs and programs;
Provides systems development and software consulting to Departmental project teams and management in information systems design and development; developing scope, requirements and specifications, and acting as project manager for specialized and complex programs, systems, and projects;
Interfacing with systems staff of other departments to ensure projects meet department needs and expectations; reviewing the work of consultants and vendors to ensure that contract work meets department technical requirements and is compatible with enterprise architecture;
Negotiates service contracts when needed and/or if matters escalate from the various departments or from the vendor, holding contractors accountable to agreed-upon service contract and immediately remedying situations when services are not meeting contractual obligations;

Ability to understand business requirements and utilize technical expertise to recommend new solutions or resolve existing issues
Ability to understand best-practices in project management including Project Management Office objectives
Strong skills in data management, data analysis.
Ability to track and project costs using cost accounting objectives.
Strong skill in using tact, discretion, initiative, and independent judgment within established guidelines.
Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols and/or recommend effective courses of action.
Expert oral and written communication skills.
Ability to write clear reports, prioritize projects, handle multiple tasks concurrently, and make effective presentations.
Ability to perform the requirements of the job with limited supervision.
Ability to analyze and evaluate contracts, budgets, proposals, government contracts and contractor's performance/compliance.
EDUCATIONAny Combination of: Bachelor's Degree from an accredited college or university with major coursework related to Finance, Accounting, Information Systems or closely related field and supplemented by two years of demonstrated experience in Contract Management, Accounts Payable, General Accounting, and Budgeting, is preferred. Special Requirement Possession of or ability to obtain, an appropriate valid California driver's license. Employees must maintain a driving record, which meets the requirement of the Housing Authority's carrier.
