DefinitionThe Talent Management Specialist (Recruiter) will
primarily be responsible for recruitment related deliverables. The
incumbent has a strategic and forward thinking thought process and
proven expertise in establishing and delivering programs to build
internal and external pipelines for talent. The Talent Management
Specialist (Recruiter) is responsible for planning, organizing, and
managing end-to-end staffing processes, procedures, and recruiting
cycle to provide the Company with the best people talent available
and to position each business with talent required to meet current
and future business objectives. In collaboration with other
departments, the incumbent leads the design and delivery of talent
management solutions across the entire talent lifecycle from
identification, recruitment, selection, and
engagement.AccountabilityThe incumbent is accountable for
developing, maintaining, and enhancing processes and technologies
in order to ensure that the Company has the talent and diversity
required to meet current and future business objectives. The Talent
Management Specialist (Recruiter) provides support in launching the
on-boarding process for employees to enhance retention. As a
responsible professional, the incumbent can work independently,
exercise initiative and judgment in the performance of a broad
range of responsibilities in an environment of routinely sensitive
and confidential issues. Key Responsibilities Organizes and manages
end-to-end staffing processes, procedures, and recruiting cycle, to
include providing hiring managers with the best talent available
and supporting each business unit with the right staff to meet
current and future business objectivesDesigns, develops, and
executes proactive sourcing strategies to identify the best talent
available in the marketplaceAssesses resumes and applications and
conducts initial screening of candidates as neededSchedules
interviews, including the preparation and distribution of interview
intake forms, resumes, applications, and candidate evaluation
sheetsContinually exhibits the critical competencies of customer
focus, innovation, adaptability, follow-up, and initiating
actionCollaborates with local colleges, universities, and trade and
technical schools to maintain talent pipelinePartners with
management to create and implement staffing strategies and hiring
plans to ensure the right candidates are hired to perform the right
jobsEvaluates recruitment sources, e.g. advertisers and staffing
agencies to ensure significant levels of support and return on
investmentCreates, analyzes, interprets, and disseminates
appropriate staffing reports to assess quality, quantity, and
timeliness of hires and related reporting for turnoverCollaborates
with others in HCM to plan, develop, and recommend new or revised
policies and programs to meet business and/or legal requirements
for talent management Maintains proficiency in federal, state and
local laws and regulations to handle basic employee relations
questions, and provide guidance and support to
managementProactively works to address employee retention
issuesWorks to support recruitment best practicesCreates, reviews,
and updates library of interview intake forms and tracking
sheetsAssists employees with routine work-related concernsSkilled
in the interpretation of policies, employment practices, and other
applicable employee relations laws governing human capital
activitiesTracks and updates open position status using internal
applicant tracking log Required ExperienceBachelor's Degree in
Business, Organizational Development, Psychology, Human Resource
Management or closely related field requiredIn-depth knowledge of
federal, state and local employment lawsSHRM (PHR/SPHR) or HRCI
(SHRM-CP/SHRM-SCP) Certification highly desirableMinimum of five
years of progressive experience working with human resources,
organizational development, recruitment, and staffingAt least five
years of experience in working with job boards, career fairs,
contract recruiters, as well as building relationships with vendors
and agencies to ensure timely sourcing requirementsSolid experience
with behavioral interviewing techniquesStrong organizational and
interpersonal skills necessary to support Supervisor, including the
ability to interact successfully at all levels within an
organizationAbility to design, develop, and execute proactive
sourcing strategies to identify the best talent available in the
marketplaceValid California driver's licenseBenefitsOur Company
