PURPOSEThe HR Representative -Compliance will create and maintain a
compliance program providing legal/regulatory/contract compliance
oversight, ensuring risk prevention as well as risk mitigation for
VOALA, SCADP and other affiliates. -Concurrently the position
supports the Director for Employee Relations to ensure the
production of compliant payroll focused on ensuring compliance with
meal and rest period requirements of California, and the City and
County of Los Angeles. -Works to support Human Resource policy and
procedure, development and dissemination. -This is an individual
contributor role. Assists the Employee Relations and Payroll teams
in the areas of: analysis, audit, integration, and in-house wage
and hour compliance audit.DUTIES AND RESPONSIBILITIESCompliance
tasks include:
- Creating systems and processes to ensure continuous contractual
and grant HR requirements compliance, including reviewing grants
with Senior Director for HR, and coordinating program audits
- updating systems, policy, procedures, and postings to ensure
compliance and audit readiness,
- recording notes from various employment actions (audits, legal
matters) for future improvements and creating action plans (with
accountability) for implementation with the responsibility to
ensure the improvements occur for VOALA, SCADP, and
affiliates
- ensures systems for compliant employee records and timely
responses for legal actions, such as record requests
- ensures compliance with all grants and contracts for employment
related requirements
- Leads and oversees the volunteer orientation and program
- Leads all audits (internal and funder required), ensuring
timely submission of all employment required documents to funder
including submissions, meeting with auditors, and working directly
with all department team members as needed
- recording notes from audits for future improvements and
creating action plans (with accountability) for implementation with
the responsibility to ensure the improvements occur for VOALA,
SCADP, and affiliates in both process and documentation
Wage & Hour Compliance
- Gather data in the areas of meal and rest period requirement
compliance, report findings to ER Team
- Works with Employee Relations Specialists to develop corrective
action plans and identify opportunities for education and system
roles for greater compliance
- Provides training on meal and rest period compliance
- Provides regular reports to Sr. HR Director, Director of
Employee Relations, and COO on analytic findings and
recommendations
Conducts Monthly Audits of -wage and hour and overtime reports
- Audit and analysis of payroll data in the areas of: accuracy,
meal and rest period compliance, and provide general checks and
balances to the payroll operating function
- Recommends follow up for areas that show patterns of missed
meal periods and/or excessive overtime
- Works with Employee Relations Specialists to develop corrective
action plans and identify opportunities for education and system
roles for greater compliance
- Provides regular reports to Sr. HR Director, Director of
Employee Relations, and COO on analytic findings and
recommendations
- Assesses gaps and opportunities for improvement of policies and
processes relating to HR compliance and recommend practical
solutions for VOALA, SCADP, and affiliates. -
- Under the direction of the Senior Director or Senior Manager,
ensures timely communication and dissemination of policy and/or
legal/regulatory changes or updates to leadership, management, and
supervisory staff; partners with Orientation and On-boarding team
to ensure quality dissemination of policy information to all
employees, interns, and volunteers for VOALA, SCADP, and
affiliates
QualificationsREQUIREMENTS:
- Must be able to pass a fingerprint clearance, background check,
including criminal history, personal references, employment and
education verificationsEDUCATION:
- Bachelor's Degree or equivalent combination of education and
work experience (4 years of relevant experience /
coursework)EXPERIENCE:
- Minimum three years of Human Resources related
experience.
- Minimum one years' experience in supporting Compliance/Audit
function.
KNOWLEDGE:
- Strong working knowledge of federal, California and local
employment regulations.
- Ability to gain knowledge quickly of payroll
processes,
- Strong knowledge of California wage and hour laws
- Knowledge of California and Federal employment laws and
requirements
- Understanding of VOALA mission, and ethos as a "second-chance"

TECHNOLOGY SKILLS:
- Strong skills in Microsoft operating system: Outlook, Word,
Excel, PowerPoint.
- Skilled with automated timekeeping systems and HRIS
applications
- Familiar with internet applications.

PREFERRED QUALIFICATIONS:
- Previous experience using HRIS software and attendance software
is preferred.
- Some Payroll related experience is preferred
- Familiarity with the non-profit employer industry is a
plus
- Knowledge and experience with UKG and Nova Timekeeping
systems.
