Job Description Healthcare Staffing Professionals has an immediate need for a Non-Pharmaceutical Interventions Analyst (Research Analyst II). The Research Analyst II will be a key public health researcher and planner for Public Health's collaboration with other governmental agencies and stakeholders in the development of CDC's Public Health Emergency Preparedness Non-Pharmaceutical Interventions capability requirements for the Los Angeles County Operational Area. This position assists in the development of emergency response plans for specific hazards and threats, agency and County stakeholder plans and procedures to identify, assess, and address gaps, strategies, and policies related to non-pharmaceutical interventions. This position is responsible for assisting in developing, writing, and evaluating various planning documents, conducting analyses, preparing and making recommendations, and engaging with community stakeholders in support of EPRD's Whole Community Planning Initiative. The position will start immediately upon acceptance and employment clearance and is initially funded through 6/30/2023 with potential renewal. Please note that this position is located in our Clients Facility in Downtown Los Angeles Pay Rate- $5,988 per month, Salary Position Benefits: Paid Holidays, Paid Sick Time, PTO Healthcare Employer Fully Funded Healthcare (Anthem Blue Cross), Dental and Vision, Life Insurance from Initial Start Date. Shifts: Job Duties a. Investigate and analyze operational challenges, barriers and response capabilities relating to non-pharmaceutical planning, capacities, and gaps; b. Make recommendations to improve policies and capabilities through specific plans, procedures policies and regulatory authorities; c. Coordinate with local, state and national partners and community stakeholders and applicable sectors to develop, evaluated and improve plans, procedures, protocols and policies including mutual aid agreements to support coordinated non-pharmaceutical response actions and services; d. Assist in planning, conducting and interpreting research related to the delivery of collaborative planning, educational and training meetings, workshops and planning meetings with Public Health subject matter experts and programs and with external stakeholders, community sectors and partners to engage and garner support for non-pharmaceutical specific strategies, plans and protocols across the Operational Area; e. Assist in coordination with government stakeholders and community partners to determine appropriate courses of action for data assessment, analysis and sharing of information and data, and decision matrix specifics to sustained non-pharmaceutical interventions across the Operational Areas with regional, state and national partners; Communicate results through written, oral and graphical presentations; f. Assist in identification and development of operational objectives, procedures and policies necessary to assess, coordinate and implement capacities related to community quarantining, decontamination, and provision of social services; g. Prepare results and recommendations for improved delivery of emergency response services; and h. Perform other duties as assigned that may require performing work after traditional business hours, on weekends or holidays. Minimum Qualifications: --- A Master's degree in a field of the behavioral or social sciences and one year's post master's research experience - OR - a Bachelors' degree in a field of behavioral or social sciences and/or combination of relevant education and/or experience totaling three years. A Master's degree from an accredited college or university in Public Health or a related field may be substituted for one year of the required experience; and --- Valid California driver's license, proof of vehicle insurance, and reliable transportation for travel or ability to secure timely transportation to a variety of sites throughout the region. Desirable Qualifications: --- Experience in conducting research, analysis and evaluation of programs, projects and initiatives related to public health, healthcare or from related social/health services; --- Experience with and possesses excellent skills in conducting research, technical writing, project management, and group facilitation; --- Excellent oral and written communication skills; --- Knowledge of emergency management principles and systems; --- Experience in emergency response or humanitarian relief; --- Strong interpersonal skills and the ability to persuade, influence, motivate and use sound judgement when interacting with partners to achieve desired results; --- Strong work ethic, reliable, and the ability to meet deadlines and obligations; --- Ability to work independently and exhibit strong leadership skills; --- Ability to work under stressful situations; and --- Ability to work flexible hours, including holidays, nights and weekends.
