Description
The Department of Psychiatry and Biobehavioral Sciences is seeking
to hire a full time Academic Personnel Manager to serve as the
Strategic Manager and Advisor to faculty leadership and
departmental administrative staff on all matters regarding faculty
appointments, advancements and compensation, including
interpretation and implementation of complex policies. You would
serve as a liaison to the David Geffen School of Medicine, Dean's
Office of Academic Affairs, Campus Academic Personnel Office, and
interdepartmental AP offices in the School of Medicine on all
issues related to academic appointees. In this role you would also
be responsible for the supervision and evaluation of seven full
time staff.
The Department of Psychiatry and Biobehavioral Sciences has
approximately 170 full-time primary faculty appointees comprising
five professorial series, more than 140 affiliated faculty, over
120 appointees in the Professional Researcher and Project Scientist
series, and 300+ faculty members in the Voluntary Clinical
Professor series. The Academic Personnel Office manages
approximately 240+ academic actions annually which include new
appointments, merit increases, promotions, changes in academic
series, merit equity reviews, and mandatory 4-Year Reviews, 5-Year
Reviews, 4th-Year Appraisals, and 8-Year Limit/Promotions.
Salary range: $84300.00-$166700.00 AnnualQualifications
Experience in managing the operations of a large organization.
Extensive knowledge of University academic personnel policies and
procedures.
Skill in resolving complex personnel issues which involve
interpretation and application of established policies and
procedures, managerial analysis and decision making.
Skill in analyzing information, problems, situations, practices or
procedures to define the problem or objective, identify relevant
concerns or factors, identify
patterns, tendencies and relationships, formulate logical and
objective conclusions, and recognize alternatives and their
implications.
Experience in developing office procedures, which serve as the
basis for smooth and continuous office operation.
Experience in supervising staff to include organizing workflow to
accomplish objectives, delegating responsibility, training,
evaluating employee performance
and discipline.
Demonstrated knowledge of the Health Sciences Compensation
Plan.
Skill in effectively communicating verbally to make group
presentations as well as on a one-to-one basis with persons at all
levels of the organization to obtain
information, explain policies and procedures, or to persuade others
to accept or adopt a specific opinion or action.
Skill in writing effective and concise correspondence, reports,
policy and training materials.
Working knowledge of University accounting and payroll policy and
procedure to resolve complex funding issues.
Ability to work effectively under deadlines, heavy workload,
changing priorities and dealing with sensitive personnel
issues.
Experience in developing and maintaining information systems and
interacting with technical personnel related to personnel/payroll
data and reporting.
Experience in interacting diplomatically in order to mediate
personnel conflicts and to maintain equanimity in the face of
resistance, indifference or hostility.
Experience in negotiating, exchanging ideas, information and
opinions with others to formulate policies and programs and/or
arriving jointly at decisions,
conclusions or solutions.
Experience in operating a personal computer and in the use of
software programs for spreadsheets, word processing and database
management.
Knowledge of University/School of Medicine online systems including
UC Path, QDB, Cognos, FPM and ADB.
Interpersonal skills to establish and maintain effective
professional working relationships and collaborating with
colleagues as part of a team.
