Job Description:
Team Rubicon (TR) is seeking an experienced Manager, Monitoring
& Evaluation to join our Program Design & Learning Group. The
Manager will lead a team in conducting programmatic evaluations and
developing reports demonstrating TR's effectiveness in reaching its
intended impact. This will require an analytical mind that can
quantitatively and qualitatively determine if TR's operations and
capabilities are aligned with the organization's priorities,
strategies, and intended impact. The Manager will be responsible
for developing and implementing monitoring and evaluation processes
in order to demonstrate the inputs and evaluate the outputs
(quantitively and qualitatively) behind operational decision-making
and enabling processes. The Manager will be responsible for
creating and presenting succinct reports comprised of quantitative
and qualitative findings to cross-functional stakeholders and
leadership to inform donor reporting and to recommend programmatic
improvement.

TR'sDirector, Program Design & Learning Developmentand is based out
of TR's National Headquarters in Los Angeles, CA.
Duties:
- Leads and facilitates data gathering, data analysis, and
evaluation of longitudinal program data; supports and coordinates
efforts for data integrity and quality assurance
- Develops reporting products for program improvement and
capability refinement
- Establishes and maintains monitor & evaluation plans,
processes, and methods to analyze programs and
capabilities
- Works closely with Development to provide findings that inform
donor reporting
- Ensures data integrity, following sound analytical and
evaluation methods that inform data driven recommendations
- Provides guidance in organizational approach to monitoring &
evaluation processes, procedures, and products in collaboration
with Branches, Operations Support, and Field Leadership
- Maintains and updates organizational policy as
required
- Responsible for project management, stakeholder engagement,
task management, and project budget
- Hires, manages, trains, and evaluates team members to support
monitoring & evaluation and policy development competencies
(process, methods, and best practices)
- Continually seeks best practices in the field for monitoring
evaluation, project management, procedures, and key performance
indicators
- Stays informed by academic articles, industry publications,
public policy documents, and other authoritative sources to best
understand the scope, challenges, and needs relevant to the
communities we serve
Experience and Background:
- Bachelor's degree (master's preferred) in emergency/disaster
management,business administration, nonprofit management, housing,
community development; or equivalent experience.
- 3 - 5 years of relevant experience in the military, non-profit,
humanitarian assistance, international development, program
monitoring & evaluation, capabilities development project
management, emergency management community
- Experience working in or with a humanitarian assistance,
emergency operations, or disaster response organizations
preferred
- Experience writing policy highly desirable
- Excellent written and verbal communication skills
- Strong computer skills, including MS Office
Special Requirements
- This is a full time; in-office/hybridand the position can be
based out of the following locations: Los Angeles, CA and provides
a flexible & non-traditional work schedule (relocation expenses not
provided)
- Travel: 30% travel to support broader organizational
activities

Pay Range:
- $81,120 - $96,330 per year
