Director of Nursing and Clinical Operations

THE POSITION
The Director of Nursing and Clinical Operations reports to the
Chief Medical Officer (CMO) and assumes authority, responsibility,
and accountability for the delivery of operational and nursing
services across the organization. Collaborates with other
departments, medical professionals, consultants, and organizations,
including government agencies and advocacy groups, to develop,
support, and coordinate patient care and related administrative
functions, and to represent the interests of the organization. The
Director is responsible for ensuring successful day-to-day clinical
operations and delivery of clinical services across the sites of
Men's Health Foundation. The Director will be primarily responsible
for overseeing the operational efficiency and quality of clinic
services at all clinic sites, including direct supervision of Site
Managers. The Director oversees front desk and call center
operations, medical records, prescription coordinators, medical
assistants and nurses.
The Director will lead efforts to improve quality outcomes and
clinic operations in a way that contributes to an enhanced
experience for staff and patients. They will oversee the
functioning of key systems vital to clinic operations, including
efficient systems for scheduling, management of clinic flow,
referral tracking and panel management. The Director will play a
central role in the clinic's goal to achieve and maintain Community
Health Center (CHC) recognition and optimize, electronic health
records (EHR) and other Health Information Technology. They will
lead and facilitate key process improvements in patient access
measures, clinic flow, population-based quality improvement, and
patient experience.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Develops, maintains, and implements clinical policies and
procedures that conform to current standards of nursing practice,
facility philosophy, and operational policies while maintaining
compliance with state and federal laws and regulations.
Communicates and interprets policies and procedures to clinic
staff, and monitors staff practices and implementation.
Participates in the recruitment and selection of clinic personnel
and assures adequate staffing ratios.
Interviews and hires new clinical staff. Addresses clinical staff
disciplinary issues according to standard operating procedures and
employee handbook.
Facilitates terminations of clinical department employees as
directed by Human Resources.
Evaluates the work performance of department personnel, assists in
the determination of wage increases, and implements discipline
according to operational policies.
Ensures delivery of compassionate quality care and clinical
supervision as evidenced by core measure outcomes, staff coverage
on the floor, absence of odors, general cleanliness, adherence to
best practices and overall functionality of the clinic.
Exercises overall supervision of patient assessments and care plans
through regular chart auditing providing education and development
of staff to improve documentation and care outcomes.
Oversees or is responsible for the MA, LVN and RN certification
programs, competency testing, and all related records.
Runs and reviews regular reports from each group or site to monitor
and ensure timely, effective responses to patient inquiries,
complaints, scheduling and other concerns.
Collaborates with physicians, consultants, community agencies, and
institutions to improve the quality of services and to resolve
identified problems.
Coordinates nursing services with all other departments including
public programs.
Approves PTO requests based on operational needs and manages
accuracy of department time cards.
Oversees and supervises development and delivery of in-service
education to equip nursing department staff with the knowledge and
skills to provide compassionate, quality care with respect for
patient rights.
Proactively develops positive employee relations, incentives, and
recognition programs.
Promotes teamwork, mutual respect, and effective communication.
Performs rounds to observe care and to interview staff, patients,
families or other interested parties.
Monitors staff for compliance with OSHA mandates and facility
policies on workplace safety. Proactively develops procedures and
incentives to promote workplace safety and safe work practices.
Establishes, implements, and monitors the infection control program
designed to provide a safe, sanitary, and comfortable environment
designed to prevent the devilment and transmission of disease and
infection.
Is an active member of the QA Committee. Coordinates and/or
develops ongoin QA activities for nursing services to monitor
nursing compliance with standards and regulatory requirements
through rounds, interviews, and record reviews. Compiles summary of
findings for the Quality Assurance committee.
Participates in budget development for the nursing department and
for medical, nursing, and central supplies. Assures nursing staff
properly charges out ancillaries used.
Helps the CMO prepare staff for inspection surveys, instructing
staff on matters of conduct and disclosure, being interviewed by
inspectors, immediate corrections of problems noted by surveyors,
etc. Reviews and reinforces important standards previously
cited.
Participates in the preparation of the Plan of Correction response
to an inspection survey and implements any follow-up QA required
for any nursing allegations.
Communicates directly with patients, families, medical staff,
nursing staff, interdisciplinary team members, and Department Head
to coordinate care and services, promote participation in care
plans, and maintain a high quality of care for all clients.
Promotes customer service and hospitality, responds to and
adequately resolves complaints or concerns from internal and
external entities, and responds to litigation.
Develops customer service excellence through monitoring of recorded
call center communications and observation of patient interactions
to promote continuity of care and patient satisfaction.
Monitors clinic incidents and complaints daily to identify those
defined as unusual occurrences by State policy and promptly reports
such occurrences to CMO for appropriate action.
Reviews complaint reports daily for allegations of potential
negligence or the loss or misappropriation of property and
participates in all investigations.
Promotes compliance with accident prevention procedures, safety
rules, and safe work practices to prevent employee injury or
illness and control worker's compensation costs.
Assures staff is trained in fire and disaster, and other emergency
procedures and evaluates performance during drills.

QUALIFICATIONS:
Demonstrated basic knowledge of change management principles and
teamwork.
Excellent communication/interpersonal skills.

disciplines.
Ability to interact professionally with internal/external staff,
consultants, and vendors.
Ability to gather and present information to support project
management and related documentation.
Ability to work independently
Experience with clinical systems and technology.
Must possess a valid license as a registered nurse (RN) in
California; BSN required (MSN preferred).
Current Basic Life Support certification.
Minimum of three years experience in direct patient care
Association of Nurses in AIDS Care (ANAC) - AIDS Certified
Registered Nurse (ACRN) certification preferred.
Ability to work effectively with men and transgender women of
diverse races, ethnicities, ages, and sexual orientations in a
multicultural environment.
COMPANY REQUIREMENTS:
Must be able to pass a pre-employment drug test background check to
include a 7-year criminal, 10-year SSN & employer history reference
check.
Must be able to show proof of COVID-19 vaccination on the first day
of work.

Must be able to work flexible schedules.
Must take yearly flu shot and test for tuberculosis as required by
the Centers for Disease Control and Prevention.
LANGUAGE SKILLS:
Must be able to read, write and speak the English language
fluently. Ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures, or
governmental regulations. Must have the ability to effectively
present information and respond to questions from groups of
managers, clients, customers, and the general public in person.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as dollar totals,
monetary conversions, discounts, interest, fractions, decimals,
percentages, area, and volume.
REASONING ABILITY:
Ability to solve technical and practical problems and deal with a
variety of intangibles in situations where only limited
communication, support, information and access exists. Ability to
interpret a variety of instructions furnished in written, oral,
diagram, or schedule form.
COMPUTER SKILLS:
Must be have good computer skills and be proficient in the use of
systems to complete correspondence, documents, spreadsheets and
presentations, such as Microsoft Outlook and Office; Word, Excel
and PowerPoint, Adobe Acrobat.
