Engineering Manager
The Engineering Manager leads a multi-discipline Engineering
department and is responsible for the overall utilization of
resources to provide efficient, economic, and high-quality
engineering services, ensuring refinery projects are designed,
constructed, and commissioned for safe and reliable operation to
meet the company's business objectives. This includes alignment
with the company's values, regulatory programs, and industry
standards. Key responsibilities include preparing/tracking project
budgets and schedules, leading and developing the team, and
collaborating in a team environment across the organization.
The Engineering Manager reports to the Senior Vice President -
Operations.
Essential Job Functions:
Maintain a good understanding of industry standards, regulations,
and codes including API, NFPA, ASME, OSHA, and local, state &
federal regulations.
Develop, manage and oversee Engineering projects. Ensure projects
are properly managed by project engineers or project coordinators,
meet design objectives, and are properly planned, budgeted,
scheduled, forecasted, constructed, and commissioned. Minimize
costs and disruption to refinery operations caused by Engineering
Project activity.
Collaborate with Process Engineering team and Maintenance
Engineering team to ensure proper planning, scheduling of labor and
equipment, budgeting, and engineering coverage of catalyst
activities for refinery turn-arounds.
Prepare and oversee budgets, scopes of work, request for
quotations, and secure estimates and cost quotes as needed. Oversee
and assist in the development of Appropriations for Expenditures
(AFEs) for engineering projects and studies.
Drive continuous improvement through the use of established
performance metrics (project budgets, schedule compliance, planning
accuracy, etc.)
In conjunction with the Employee Development Department, prepare
and execute employee development and training plans for engineering
department personnel. Oversee departmental career paths and
succession planning. Identify department staffing needs and execute
hiring plans, promotions, and corrective actions when
appropriate.
Ensure department engagement throughout all elements of Process
Safety Management including unit operating manuals, MOC
development, PSSR implementation, PHA reviews, and timely
completion of recommendations.
Manage processes to maintain accurate equipment drawings, project
files, and inspection records.
Collaborate with the Mechanical Integrity Group, Refinery Equipment
Inspector, and Maintenance Department to maintain the accuracy and
effectiveness of the mechanical integrity program.
Ensure the proper oversight of catalyst inventory and purchasing.
Provide monthly reporting of catalyst inventories to the
organization.
Prepare and submit a monthly report. Participate and assist in
progress reports and reviews. Hold project meetings with
management.
Prepare and submit the refinery capital budget for the upcoming
year.
Responsible for general oversight of refinery draftsmen, piping
designer, project coordinator, project engineers, and outside
contract engineers.
Interface across the entire organization as relates to Engineering.
Ensure the Engineering department is supporting other departments
by fulfilling drawing requests, data analysis, equipment data
requests, inspections, and project support.
Communicate both written and verbal across the entire organization
and with equipment manufacturers, contractors, and vendors.
Arrange for and manage, appropriate third-party contract
engineering support, as needed.
All other reasonable duties, as assigned.
Work extended hours, including nights and weekends, in a process
operations environment and during periods of inclement weather.
Access areas of the refinery using stairs and/or ladders to inspect
process and mechanical equipment. Respond to upset conditions
during off-hours.
Essential Qualifications / Requirements
Bachelor's Degree or equivalent required, Chemical or Mechanical
Engineering preferred.
Ability to handle multiple priorities and remain focused and
organized.
Ability to effectively delegate responsibility and manage the work
activities of others.
Minimum of 10 years of experience with refinery process
applications or closely related fields.
Possess strong knowledge of refinery process equipment.
Supervisory experience required with demonstrated ability to
manage, lead and motivate.
Establishes goals and objectives which are specific, measurable,
achievable, and relevant.
Proficient project coordination and management skills are
required.
Demonstrated advanced communication, interpersonal, technical, and
organizational skills.
Ability to interact well with internal and external contacts
required.
Must have excellent computer skills as demonstrated by the ability
to compile and present information and data utilizing Microsoft
Office.
Ability to learn other job-specific applications as required.
Position and salary will be commensurate with qualifications and
experience.
