LINC HOUSING POSITION DESCRIPTION
POSITION TITLE: Director of Clinical and Support Programs
FLSA STATUS: Exempt
POSITION SUMMARY
The Director of Clinical and Support Programs is responsible for
the clinical oversight and growth of Linc's supportive services
including intensive case management services (ICMS) programs. This
position is responsible for providing clinical leadership and
guidance, developing program policy and protocol, directing and
managing all case management staff and interns to ensure the
highest quality of services with a focus on positive outcomes,
housing stability, and program compliance. The Clinical Director is
involved in training, crisis intervention, program evaluation and
strategic planning efforts.
ESSENTIAL FUNCTIONS
Provide direct day-to-day clinical leadership, direction, and
guidance to ICMS and RS supportive services team members.
Working with the Program Managers, assess and analyze staff
development needs. Assist in the development of staff
competencies.
Develop, present educational/development services that support the
delivery of high-quality services that are sensitive to diverse
populations.
Recommend, develop, and implement new programs enhancing quality of
care and services to homeless and/or at-risk individuals,
individuals with disabilities, seniors and families.
Participate in community activities representing Linc Housing and
collaborate with community organizations in developing new
programs.
Develop and maintain rapport with the community, establish
partnerships with mental health, substance abuse, employment,
health, housing retention, and other services that will benefit our
residents.
Perform client centered interventions and crisis-oriented
counseling as needed and conduct individual, group, and family
counseling or support sessions as appropriate.
Ensure program outcomes are measured, tracked, and documented.
Work with staff members to evaluate and care or treatment plans
based on resident needs.
Participate in case reviews and assist staff through individual and
group conferences in analyzing case problems and in improving their
diagnostic and helping skills.
Provide direction to staff in areas such as new policies,
procedures, regulations, and new therapeutic modalities, including
traditional healing activities.
Adhere to accreditation and compliance standards/guidelines.
Audit and ensure the timely documentation and submission of all
reporting and data documents.
Assist in development of department policy, procedures, and quality
improvement activities.
Carry out supervisory responsibilities in accordance with Linc
Housing's policies, procedures, and applicable laws.
Develop and manages departmental budget and costs including
identification and implementation of opportunities for improved
services, value enhancement, and cost reduction/management.
Oversee program outcomes to meet contract budget and revenue
requirements and ensure program compliance with all applicable
contract regulations.
Assist with the identification of opportunities for growth in
services with funding sources
Participate in neighborhood collaboratives that help Linc build
partnerships with health organizations.
KNOWLEDGE, SKILLS & ABILITIES
Superior writing and communication skills.
Proficient in the use of personal computers and related software
applications.
Excellent at researching and developing best practices, policies,
and procedures.
Excellent at working with culturally diverse set of community-based
organizations and residents and at implementing programs and
working as part of a team.
Excellent interpersonal skills for establishing and maintaining
effective working relationships with employees, other departments,
residents, property management, city staff, program partners, key
stakeholders, and the public.
Intensive Case Management Services, Home Key and other models
Well-developed psychosocial assessment and crisis intervention
skills.
Supervision, mentoring and coaching of others, progressive
discipline.
Ability to utilize critical thinking skills and good judgment in
decision-making situations, good organizational and record-keeping
skills, ability to establish and carry out complex plans of care
for key diagnoses.
HIPAA rules and compliance requirements
Implementation of housing first and harm reduction principles in
provision of services
Motivational interviewing, critical time intervention and trauma
informed care strategies
Facilitate meetings and support groups. Give presentations to small
and large groups.
Implement and manage day-to-day tasks related to supportive
services and programs, including crisis intervention.
Be available to respond to emergency calls and situations on a
24/7-hour basis.
Manage multiple priorities in fast-paced environment.
Evaluate and analyze results for social impact.
Work a flexible schedule, including evenings and weekends; travel
to sites up to 50% of the time.
Demonstrate cultural sensitivity in working with multiracial and
multilingual communities.
Work well within a clinical team setting.
EDUCATION & EXPERIENCEs
LCSW Required
Minimum of 5 years' experience including experience in program
management and development, staff supervision and training,
budgeting and funding, partnership development,, clinical
intervention, and case management.
Experience working with homeless and/or at-risk individuals,
individuals with disabilities and families.
Experience working in a crisis setting and ability to respond
appropriately in emergency situations.
- Experience with provision of case management and/or mental health
services in supportive housing, including establishment of crisis
response system.
Candidate must have available transportation and current California
driver's license and insurance.
Experience with compliance with grant requirements preferred.
Bilingual Spanish/English preferred.

or crawl and sit and use a keyboard.
Travel by various modes of private and commercial transportation
within the region may be required.
The work environment may be in a recreational room, common area, or
private office. The noise level is usually moderate but will vary
depending on activity participating in.
Evening and weekend hours on an on-call basis.
Must be physically capable of climbing, standing, and lifting at
least 10 pounds.
