The Operations Manager collaborates with the Vice President of IT &
Operations ( VPITO ) in the strategic planning and implementation
of college-wide operations initiatives while acting as a liaison
with Facilities Management, Campus Safety, Purchasing and
Information Technology. This position is also responsible for
supervising colleges auxiliary functions which include managing the
Elaine's food services operations in collaboration with Bon
Appetit, Graphaids- Onsite store services and oversight of
residence hall functions in collaboration with Campus Life. The
position is responsible for driving comprehensive engagement
efforts with key stakeholders, leaders across the college and
operations to smoothen the delivery of services provided by IT &
Operations. The successful candidate will oversee the primary
day-to-day operational functions of the department and be the
primary administrative support to the VPITO . The position directly
reports to the VPITO Location Role & Responsibilities: Strategic
Planning functions in collaboration with VPITO
--- Review, build and audit the operations budget in collaboration
with VPITO with an eye on achieving operational efficiencies on
expenses & labor. Work with Facilities Management, Campus Safety &
Purchasing in implementing such practices within their respective
budgets.
--- Collaborate with VPITO on managing various Capital projects
around campus and maintaining/ building the deferred maintenance
budget.
--- Manage the institutions fixed assets inventory management and
decision making on campus furnishing & furniture needs.
Additionally, manage and plan for storage of these asset's around
the campus.
--- Suggests best practices on utilization of operations support
staff to manage day to day operations through a combination of
in-house staff and professional services support.
--- Helps and manages the creation of business processes for
operations by evaluating operations contracts, managing new and
existing vendor relationship, recommending & implementing
operations policies.
--- Works on design, coordination, fabrication, and installation of
all signage on campus with OTIS communications team.
--- Take a pro-active role with key campus building occupants and
epitomize a strong customer orientation. Responsible for creating
and implementing change management strategies that minimize user
resistance and maximize user engagement.
--- Work with the VPITO on space management and planning needs on
campus in the COVID environment by enforcement of social distancing
measures and implementation of new plans to manage a hybrid
education environment.
--- Participate in planning and management of existing and proposed
land leases, new construction builds around campus and active
management of relationship with contractors, government agencies
and community relations. Also work on management of space rental
programs around campus.
--- Be responsible for management and implementation of operations
tasks as they relate to institution wide events such as fashion
show, senior exhibitions, student orientation, graduation ceremony
and others.
--- Attend and lead in collaboration with VPITO scheduled
operations meetings to ensure representation from operations team
and update on status of various operations projects. Campus Safety,
Facilities Management, Purchasing & IT Collaboration
--- Undertake supervisory responsibility of Environmental Health
and Safety measures around campus in collaboration with an assigned
staff in Campus Safety with a focus on chemical hygiene, hazardous
waste, management of cleanup of such waste around campus, injury,
and illness prevention. Develop and maintain programs that support
and monitor the above initiatives.
--- Serve as the University's lead subject matter expert in
Environmental Health and Safety while providing advice and/or
consult on compliance pertaining to environmental health and safety
laws, regulations, and performance standards.
--- Works with the Campus Safety in managing emergency response
measures around campus, review, and update to the ERT handbook, and
maintenance/inventory management of emergency supplies around
campus.
--- Direct the permitting and compliance processes. Maintain and
file all necessary OSHA , AQMD , City, State and Federal Government
reports, fees, and licenses. Establish a record-keeping and
document retention program to track incidents and training,
ensuring compliance with state regulations.
--- Manage the inventory of Personal protective equipment,
replenishment of first aid boxes, and and/or purchase environmental
health and safety equipment and supplies.
--- Work with IT & Campus Safety on CBORD One Card initiatives such
as management and repair of door locks and access, and security
camera systems and associated hardware, printing of the one card
for students, staff & faculty.
--- Provide direction to Facilities Management to ensure effective
planning, prioritization, and ability to carry out scheduled work,
establish the quality and timing of assigned work and ensure teams
have the necessary tools and supplies to fulfill the work.
Establish and maintain positive and cooperative working relations,
with all members of Facilities Management and the Campus
Community.
--- Ensuring compliance with state and local code requirements
regarding all electronic fire protection systems and manage the
annual drills like great shake out and fire drill.
--- Work with Purchasing on various technology initiatives such as
better practices of Purchase Card Usage, move to online
requisitions and purchase orders, management of buy box and amazon
lockers. Auxiliary Services & Residence Hall Collaboration
--- Participate with the VPITO in supporting the business
relationship management of Bon Appetit's food service contract for
Elaine's and Graphaid's onsite supplies store.
--- Assist with problem solving operation tasks like setting up
meal plan costs, reviewing quarterly financial performance reports,
participating in food service committee, communicating hours of
operations of auxiliary services, being the point of contact for
unresolved complaints of service, working with IT on meal plan
dollars loaded on the one card.
--- Act as primary point of contact on working with the GM of Bon
Appetit in the resolution of tasks that come from health inspection
visits.
--- Responsible for liaising with Facilities on managing work
orders placed by auxiliary service areas.
--- Responsible for working with Campus Life on maintaining
residence hall services which include replacement and repair of
furniture, food services vending machines, one card access and
repair old locks, management of isolation units in case of COVID
outbreaks, future construction plans as they relate to expansion of
residence halls. Required Qualifications Qualifications:
--- Master's degree or equivalent is required in management or
operations. College course work or technical training in preferred
in Public Health, Environmental Health, or related field. Incumbent
will be expected to continue upgrading knowledge, skills, and
abilities needed to keep abreast of regulation and safety standards
applicable to a university environment.
--- Strong skills in management, regulatory compliance and
operations planning. Experience managing and administering a
maintenance and repair operation including budgeting, planning,
staffing and technical requirements.
--- Demonstrated knowledge in the areas of health & safety laws,
policies, and procedures as it relates to environmental health;
OSHA , and other regulatory regulations.
--- Demonstrated experience in and a commitment to diversity; the
ability to work collaboratively and effectively with various
constituencies within Otis's diverse communities, internally and
externally.
--- Demonstrated supervisory skills including, but not limited to
evaluating performance and using sound judgment in recommending
hires, promotions, classifications, disciplinary and dismissal
actions. Strong skills in leadership, motivation of staff and
team-building.
--- Strong skills to facilitate and collaborate with various
internal and external constituencies on short- and long -term
facilities planning and management.
--- Strong analytical, research and report preparation skills to
meet regulatory and budgetary reporting requirements. Experience
with job tracking, labor reporting, purchase orders, critical
project analysis reports, and data input to assure accurate job
costing.
--- Must be able to work efficiently, cooperatively, and
collaboratively in a team environment and must have strong
interpersonal and communication skills.
--- Valid California Driver's License required. Must have a
reliable motor vehicle. Local travel to training events is required
on occasion.
--- Must be able to report to work in case of emergencies.
--- Must be able to work varied days and shifts ranging from 8 to
10 hours per day. Overtime is needed on occasion during special
events and campus emergencies.
--- Must be able to function effectively in stressful and rapidly
changing situations.
--- Familiarity using CCTV cameras and access card software is
desired.
--- Familiarity using computers, databases, and MS Office programs
is necessary. Familiarity using computers, databases, and
applications including an excellent working knowledge of Microsoft
Office programs.
--- Demonstrated experience in and a commitment to diversity: the
