Exam Number H1100T Type of Recruitment Interdepartmental Promotional Opportunity This examination is restricted to permanent employees of the County of Los Angeles who have successfully completed their initial probationary period and meet the qualifying requirements. Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam: - Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service. - Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing. NO OUT-OF-CLASS EXPERIENCE OR VERIFICATION OF EXPERIENCE LETTERS WILL BE ACCEPTED. Withhold Information: Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six months of meeting the experience requirements by the last day of filing. However, the names of such employees will be withheld from the eligible register until the required experience is fully met. Definition: Leads the work of other Board Specialists in the provision of specialized clerical work or performs highly responsible clerical services in the Board of Supervisors Department. Classification Standards: Positions allocable to this class work under the technical and administrative supervision of Head Board Specialists and are responsible for leading the work of Board Specialists in the provision of specialized clerical work or for performing highly responsible clerical services for the Executive Office, Assessment Appeals Board, various County commissions and client departments. Incumbents work independently in carrying out the more complex and difficult assignments in accordance with established guidelines, conferring with a supervisor only on unusual matters. Senior Board Specialists apply a thorough knowledge of departmental rules, policies, procedures, special terminology, and word processing and spreadsheet applications to perform assignments. Positions also require the skill to establish and maintain working relationships to lead the subordinate teammates or committee members. Essential Job Functions - Has the immediate responsibility for leading the work of Board Specialists in the provision of specialized clerical work and special projects for various divisions of the Executive Office; and participates in the training of subordinate teammates or committee members, as necessary - Composes agenda entries, minute entries, communications, statements of proceedings, and legal notices for meetings of the Board of Supervisors - Participates in handling the most difficult clerical functions affecting special districts and City boundary proceedings, such as filings with the Secretary of State and the State Board of Equalization, setting hearings before the Board of Supervisors, securing necessary resolutions from County Counsel, and calling elections - Processes assessment appeal petitions for the equalization of real and personal property assessments, schedules hearings before the Assessment Appeals Board, and clerks, records and communicates actions taken by the Board and assessment hearing officers - Prepares the most difficult agendas, minutes, and letters of actions taken at various County commissions, Joint Power Authority Commissions, and non-profit corporations, and provides other support services including gathering data and compiling reports for presentation at meetings and the Board Appointee Committee Book - Makes arrangements for and attends Board of Supervisors, commission and other meetings as required to obtain information needed and to communicate actions taken - Prepares the payroll data necessary to produce total pay using eHR, including the more difficult payroll work such as the resolving pay and benefits issues, and provides other payroll services for the department and various County departments and commissions - Participates in providing various personnel and special services including budget projections, the County employee service recognition award program, and temporary clerical services - Participates in coordinating a heavy volume of procurement activities, including ordering, securing and providing supplies, equipment and office services to the Board Offices, Executive Office, client departments and commissions, and resolves problems of a difficult nature involving the central purchasing agency, the departmental accounting organization, the County Auditor and various vendors - Answers and resolves the more difficult inquiries and procedural questions from operating departments, the Chief Executive Office, County Counsel, Board Offices, commissions, employees and the public - Maintains files of official records of the Board of Supervisors, Assessment Appeals Board, commissions and other groups and retrieves information when needed from these records - Participates in the review of State and County laws and is involved in the implementation of new procedures that affect the Executive Officer-Clerk of the Board of Supervisors - Participates in discussing and reviewing new procedures or procedural problems with departments or commissions affected and assists technical staff in the implementation of change, where necessary - Operates office machines as required such as personal computers, calculator, FAX, and photocopiers - Composes letters and prepares reports and other material for signature or approval - Performs other assignments as required Requirements Minimum Requirements: Option I: Three years' office clerical experience, one year of which must have been in a highly specialized clerical, supervisory, highly responsible secretarial, or word processing capacity at the level of Senior Clerk, Senior Typist Clerk, Supervising Typist Clerk*, or Secretary III** Option II: One year's experience at the level of Intermediate Board Specialist** in the service of the County of Los Angeles performing highly specialized clerical work Option III: One year's experience at the level of Administrative Assistant I* or Staff Assistant I** Special Requirement Information: - Highly specialized clerical capacity is defined as clerical work performed at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter. ** Experience at the level of Senior Clerk is defined as performing highly- specialized clerical duties. * Experience at the level of Senior Typist Clerk is defined as doing skilled typing work and performing highly specialized clerical duties requiring a highly specialized knowledge of a particular function with responsibility for applying proper procedures and for carrying out the work with only general direction. ** Experience at the level of Supervising Typist Clerk is defined as supervising and performing a wide variety of general and specialized office clerical work and does skilled typing work. * Experience at the level of Secretary III is defined as functioning as secretary to either (1) the head of a major section in a large and complex County department, (2) the head of a minor section in Health Services, (3) the head of a major unit in either (a) a department headed by an elective official of the County of Los Angeles, (b) a department headed by an appointive official who provides immediate advisory services to the Board of Supervisors, or (c) the Department of the Public Defender. ** Experience at the level of Intermediate Board Specialist is defined as performing highly specialized clerical work in the Executive Office of the Board of Supervisors. * Experience at the level of Administrative Assistant I is defined as analyzing and making recommendations for the solution of the less complex problems of organization, program, procedures, systems, facilities planning, budget, or personnel; or analyzing and making recommendations for the solution of more difficult problems in the same areas under close supervision and guidance. ** Experience at the level of Staff Assistant I is defined as having responsibility for the housekeeping and record keeping functions, and conducting administrative studies of internal operations and procedures as an assistant to the manager of a line operation in a County department. Desirable Qualifications: - Experience researching and gathering information in order to address issues relating to county, state, or federal government policy or law. - Experience utilizing Microsoft Office Suite (e.g., Word, Excel, Access, Powerpoint, Outlook, or Visio) to prepare official reports, correspondence, and/or records within the office of an elected official. - Experience in effectively handling multiple tasks and the ability to adapt to frequent change of priorities. License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Physical Class: 2 - Light. Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved. Additional Information Examination Content: This examination will consist of two (2) components: Part I: An Evaluation of Experience based on application information, Desirable Qualifications, and Supplemental Information Questionnaire form, weighted 50%. Each candidate's background will be evaluated on the basis of information provided on his/her County of Los Angeles Employment Application and Supplemental Information Questionnaire form that pertains to the areas of MINIMUM REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position. Part II: An Appraisal of Promotability weighted 50%. The Appraisal of Promotability will evaluate: knowledge and skills; productivity; adaptability and dependability; oral and written communication; interpersonal relations; and leadership capacity. You will need to achieve a passing score of 70% or higher on each weighted part of the examination in order to be added onto the eligible register.
