Job Description:

DEFINITION: This Chief Financial Officer ("CFO") reports directly to the President/CEO and is a key member of the leadership team and is responsible for all aspects of fiscal operations, accounting, and financial reporting. Other responsibilities include financial statements, reporting, budget development, forecasting, contract management and compliance, audit, and tax return oversight. The Chief Financial Officer also has oversight of the Operations Manager's roles and responsibilities.Works closely with senior leadership team members and all departments. Interfaces with funders, community leaders, and clients. Must demonstrate cultural awareness, sensitivity and a commitment to diversity that acknowledges and encourages contributions from all team members. This position may interface with the Board of Directors at the President/CEO's request. CORE RESPONSIBILTIES Maintains relationships with bankers, funding agencies, Finance Committee, and other agencies as needed to fulfill organization financial objectives. Monitors entity cash position and entity borrowing. Initiates annual budget process and, with management staff input, prepares entity budget. Prepares balance sheet, operating statements and other financial reports as needed to assist management and Board of Directors in the decision-making process. Presents financial reports to management, Finance Committee and Board of Directors, making recommendations as required. Prepares all other reports, financial and other as required by government agencies and/or funding agencies. Apprises executive management of conditions that can directly or indirectly effect entity financial condition and proposes recommendations. Reviews, compiles, and analyzes financial information, preparing entries to adjust accounts as required. Maintains orderly, documented audit trails. Reviews expense distributions for compliance with budgets, expense schedules and cost allocation plan. Reviews, investigates, and corrects errors and inconsistencies in financial entries, documents, and reports. Prepares and analyzes account subsidiaries detailing assets, liabilities, and net assets. Monitors contracts and contract budgets. Monitors compliance with generally accepted accounting principles, entity internal controls, contractual obligations and other company procedures. Prepares bank reconciliations. Designs, installs, modifies, documents, and coordinates implementation of accounting systems and accounting control procedures. Coordinates annual audits, providing auditors with required information and adjusting accounts per auditor requirements to assure unqualified opinion. Collects appropriate data to assist auditors prepare federal, state, and local reports and tax returns. Recruits, develops, and supervises staff. Monitors department staffing and reports on staffing needed. Other duties as required. KNOWLEDGE Demonstrate knowledge and experience with federal, state, and local government funding. Comprehensive working knowledge of program planning, organizational structure, budgeting, administrative operations, and fundraising. Knowledge of financial models, program development, and/or other economic development work. Expertise in working within one or more of the following service areas: early childhood education, mental health, or financial assistance programs. Understanding of and aptitude for current government regulatory and compliance practices. Knowledge of the economic, political, and social landscape of LA County. Knowledge of nonprofit management best practices, effectively delivery of quality programs and services, budgeting, building sustainable revenue streams, contract negotiation and management. SKILLS Demonstrate experience of managing teams in a multi-site structure to include professional development and mentorship. Demonstrate technical knowledge and skill in using Microsoft Office Products including but not limited to MS Outlook, Word, Excel, Access and PowerPoint. Proficient with computers, and Microsoft Office. Strong organizational skills ABILITIES: Work simultaneously on multiple tasks and projects. Use performance-related databases, and working knowledge of information technology, both existing and emerging. Demonstrate effective research, organizational, problem solving and communication skills. Ability to be flexible, multi-task, and work in fast-paced environment. Ability to manage multiple deadlines and priorities effectively. MINIMUM QUALIFICATIONS: A bachelor degree from an accredited institution, in accounting and two (2) or more years of experience as CFO or similar position. An associate degree with four (4) years of experience as a CFO or equivalent position. DESIRED QUALIFICATIONS: Previous experience in a nonprofit experience a preferred CPA is preferred Master's degree in accounting or related field highly desirable. PHYSICAL REQUIREMENTS: Prolonged periods of sitting at a desk and working on a computer. Must be able to lift to 20 pounds at a time. This position requires frequent hearing, reaching, talking, seeing, repetitive motions. This position requires regular keying/fingering. Sedentary work: Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
